Levelling 1–60
Rogue levelling coverage will track stealth, control, mobility and damage milestones through 1–60. Skyborne Rogues are confirmed for both Windshaper and High Order characters, giving the class one of Forever's broadest race selections.

Rogues are a damage-focused class built around stealth, control and choosing when a fight begins. This guide deliberately avoids pretending beta numbers are final; it focuses on the parts Blizzard has confirmed and the decisions that are useful before launch.
CLASS IDENTITY
Blizzard describes Rogues as specialists in stealth, poisons, silent projectile weapons and minor mysticism. Expect a playstyle that rewards preparation, positioning and control rather than standing still and trading blows.
ROLE
Rogue is one of Forever's nine launch classes and is presented as a damage-oriented adventurer. It is a natural fit for players who prefer solo control, selective engagements and melee combat with utility.
RACE OPTIONS
Confirmed Rogue choices are Orc, Troll, Undead and Windshaper Skyborne for Horde; Dwarf, Gnome, Human, Night Elf and High Order Skyborne for Alliance. Both Skyborne factions can therefore play Rogue.
SKYBORNE START
Skyborne begin on Zephras Isle, a level 1–12 starting experience. Windshaper Skyborne join the Horde while High Order Skyborne join the Alliance, making Rogue available on both sides of the new race.
RISEN ANCIENTS RECOMMENDATIONChoose Rogue if you enjoy deciding the terms of an encounter. Stealth and control should make exploration and solo questing attractive, while group value will depend on the final launch tuning and encounter design.
Preparing for 1–60
LEVELLING MINDSET
Forever returns to a level 60 journey where the world and exploration matter. For Rogue, prioritise reliable kills, sensible weapon upgrades and using control to reduce unnecessary damage rather than chasing a theoretical launch-day speed route.
LEGACY SYSTEM
The account-wide Legacy System normally becomes available when your first character reaches level 25. A single character can unlock its advantages, so a Rogue main is not forced into levelling alts simply to participate.
ROGUE-SPECIFIC VALUE
Blizzard has confirmed that Legacy profession perks include class-specific tradeskills such as Lockpicking. That makes the broader Legacy progression system directly relevant to Rogue players as well as ordinary crafting professions.
RULESET CHOICE
Forever replaces the traditional realm-first choice with rulesets. Your preferred PvE or PvP environment matters to a stealth class, so decide how much open player conflict you actually want before committing your character's home.

SECOND PASS · CONFIRMED SYSTEMSRogue: what Forever changes
Forever keeps the deliberate Classic combat model, but several system changes directly affect Rogues. This section separates confirmed mechanics from the talent and tuning advice that still needs live verification.
COMBAT PACE & ROLE
Rogue remains a melee damage class built around stealth, poisons and controlled engagement. Blizzard says ordinary enemies should take roughly 10–15 seconds to defeat, while dungeon damage dealers still need to manage threat, focus targets and use control rather than treating every pull as an area-damage race.
HIT & CRITICAL STRIKE
Spell, melee and ranged Hit are combined into one Hit stat, and the same is true for Critical Strike. For Rogues this matters beyond weapon attacks: Blizzard specifically notes that the unified stats can improve the reliability of Poison effects.
WEAPON SKILL
Weapon skill still functions, but items provide less weapon skill than before. The intention is to stop weapon-skill items from automatically dominating gearing decisions, leaving more room for competing stats and equipment choices.
TALENT STRUCTURE
Forever retains Classic-shaped talent trees with the same number of rows. One-point milestone talents remain at 11, 21 and 31 points, with an additional milestone at 16 points. Some 1.12 talents remain unchanged while others are revised or improved.
WHAT THIS MEANS FOR OUR BUILD GUIDESWe can map the confirmed tree structure now, but we will not declare a levelling, PvE or PvP build “best” until the Rogue talent values and live tuning have been tested. The site will eventually carry separate recommended builds rather than forcing one tree to pretend it solves every activity.
Race choice for a Rogue
Rogue has unusually broad race access in Forever. The right choice can therefore be based on faction, starting experience and racial utility instead of following an unsupported pre-launch damage ranking.

SKYBORNE ROGUE
Both Skyborne factions can become Rogues. Their unique journey begins on Zephras Isle and covers levels 1–12, so this is a genuinely different opening route rather than merely a cosmetic race choice.
RACIAL PHILOSOPHY
Forever reworks racial abilities around two active and two passive abilities per race, aiming for comparable offensive contribution while preserving different utility. That makes race recommendations more situational than a single universal ranking.
Legacy progression for Rogue mains
WHEN IT UNLOCKS
The Legacy System unlocks when you earn your first Legacy Point. For most players this happens at level 25, but reaching 150 in a non-gathering primary tradeskill or exploring the entire world map can also unlock it.
ROGUE-SPECIFIC VALUE
Working Overtime explicitly applies to class-specific tradeskills such as Lockpicking. Adventure perks also include High Alert for improved stealth detection outside battlegrounds and Talented, which can unlock talent points up to five levels earlier than normal.
ALTS ARE OPTIONAL
Legacy is account-wide and encourages varied characters, but Blizzard confirms that all character advantages can be unlocked on a single character. A Rogue main does not need to become an alt factory simply to remain competitive.
WHY PROFESSIONS MATTER
Tradeskills contribute Legacy Points and interact with several Legacy perks. That gives professions a progression purpose beyond their immediate crafted items, so our later Rogue levelling guide will treat profession planning as part of the journey rather than an appendix.

Legacy priorities for your Rogue.
For a fresh Rogue, Adventure perks such as Well Rested, Talented and Frequent Flier are our starting priorities. Working Overtime is also relevant because Blizzard confirms it can affect class-specific skills such as Lockpicking. At level 60, Resourcefulness perks become more attractive depending on your PvE or PvP focus.
